A dry stone wall has to let water through
A traditional dry stone terrace wall holds a slope precisely because it is not sealed. Water passes through the face, the packed stone behind it drains, and the whole thing flexes slightly instead of cracking. Point the joints with cement and you have built a dam, which is why so many repaired walls fail again a few winters later.
The Serra de Tramuntana terraces are a recognised cultural landscape, and in parts of the island rebuilding a marge is regulated work with expectations about technique and about the stone used.

Yes, and it is normal. A good repair keys into the sound stonework either side rather than sitting against it as a patch.
Is dry stone more expensive than a block wall?
Per metre, usually yes, because it is slow skilled work. It also lasts on ground where a rigid wall would crack, so on a moving slope the cheaper wall is often the one rebuilt twice.
