Size the terrace around what happens on it
The most common regret is a terrace too small for the table people actually own. A six seat table with chairs pulled out needs a good deal more room than the table footprint suggests, and adding half a metre at the drawing stage costs a fraction of extending later.
Orientation matters just as much. A west facing terrace is unusable between four and seven in July unless something shades it, while an east facing one is the best breakfast spot on the property and dead by lunchtime. Most houses here end up wanting two smaller terraces rather than one large one.
Paths get less thought and cause more trouble. Steps that vary in height, gravel that migrates downhill and a route that nobody actually walks are the usual outcomes of designing paths after everything else is finished.

Work back from the furniture rather than from the plan. Measure the table you want, allow room to push chairs back and walk behind them, and then check the shape against where the sun is at the hour you will use it.
Gravel or paving for paths?
Gravel is cheap, drains well and moves on a slope. Paving is stable, costs more and needs a proper base. On a steep plot the honest answer is usually paved steps with gravel on the level runs.
Can a terrace be built over existing tiles?
Sometimes, if the falls and the base underneath are sound. It is worth having someone look before assuming it, because a new surface over a failing one fails at the same speed.
