The problem is almost never where the puddle is
Water arrives at the low point from somewhere else. A drive that was resurfaced, a terrace laid with the fall towards the house, a neighbour wall repointed so it no longer passes water, or a torrent channel that silted up two winters ago. Fixing the puddle without finding the source moves the problem rather than solving it.
The gota fría events that arrive in September and October are the ones that matter. A system sized for ordinary rain and a system sized for eighty millimetres in two hours are different installations, and on a sloping plot the second one is what protects the house.
Underneath it all sits the soil. Much of the island is thin over limestone, which drains fast, but pockets of heavy clay and any ground compacted by machinery during a build behave in the opposite way and need opening up rather than piping.

When is the best time to look at drainage?
While it is raining hard, which is inconvenient but genuinely useful. Photographs or a short video of where water runs during a storm tell a contractor more than any dry site visit.
Can I discharge rainwater into the street?
It depends on the municipality and on what the property was built with. Some plots are expected to absorb their own runoff, which makes a soakaway the answer rather than a pipe.
Is a soakaway enough on clay?
Often not on its own. Where the ground does not accept water, the answer is usually storage plus a controlled outfall, and that is worth having sized rather than guessed.
