Sound, reflection, or wildlife
Deciding which of those you want settles most of the design. A wall spout in a courtyard is about sound, and it can run on a few litres recirculating. A still reflecting pool is about surface and light, so it wants shelter from wind and no splash at all. Does a water feature use much water?
A recirculating one uses what it loses to evaporation and splash, which in an exposed spot in summer is more than people expect. Shade and shelter cut it substantially.
Will it attract mosquitoes?
Moving water and a properly filtered pond generally do not. Still shallow water with no circulation does, which is one reason a feature should never be left half empty.
Can an old cistern be brought back into use?
Often yes, and it is worth asking about before building something new. Restoring a safareig usually costs less than an equivalent new structure and it suits the property better.
