Who sets the rules?
Each ajuntament does, usually by decree when reservoir and aquifer levels fall, and the rules are lifted or tightened as conditions change. That is why there is no single answer for the island and why a rule you were told two summers ago may no longer be the rule. Before designing a garden, or before laying anything that needs water to survive, check what your own municipality currently allows.

What does this mean for a new garden?
It moves the decision from the irrigation system to the planting list. A garden built around rosemary, lavender, santolina, mastic, myrtle, olive and carob can be kept alive with drip on a restricted schedule. But wells are themselves regulated, extraction is metered in places, and an aquifer under stress is exactly why the mains restriction exists. Treat a well as a reason to plan carefully rather than as an exemption.
